Temporary Foreign Worker Program

Eligibility requirements  :
  • Have a written employment contract with an employer whose job offer has been positively evaluated for its effects on the labour market in Québec.
  • A commitment by the employer to make the contributions required for the employee to benefit from the protection granted by the Act respecting industrial accidents and occupational diseases.
  • Have the conditions of access to the profession that are listed in the National Occupational Classification to practice the Employment and, if applicable, the specific conditions specified in the offer of employment, are met;
 

International Student Program

Eligibility requirements:
  • Be admitted to an educational institution;
  • Have and continue to have (for him and his accompanying family) throughout the duration of the stay in Québec sufficient financial resources to:
    • Pay for transportation to and from your place of residence abroad to your destination in Québec, tuition fees and other education-related expenses;
    • Pay the amount of health and hospitalization insurance for the duration of their stay for studies or for the purchase of such insurance at the time of arrival in Québec, unless they are covered by the Québec Health Insurance Plan or are covered by a reciprocal social security agreement that includes a health-related component;
    • provide for basic needs without the need for employment in Québec. (refer to Tables A, B and C)
  • You must receive instruction for the level of education for which you were admitted: elementary, secondary or vocational, college or university)
  • You must make his studies your main activity.
 

Work permits

Open work permit:

An open work permit allows you to work for any employer in Canada, except for an employer who:
  • is listed as an ineligible employer on the list of employers who do not meet the applicable conditions;
  • regularly offers nude or erotic dance activities, escort services or erotic massages.
You may be eligible for an open work permit if:
  • You are an international student, have graduated from a designated learning institution and are eligible for the Post-Graduation Work Permit Program.
  • You are a student and are no longer able to pay the costs of your studies (poor student).
  • You have applied for permanent residence in Canada.
  • You are a dependent family member of a person who has applied for permanent residence;
  • You are the spouse or common-law partner of a skilled worker or international student.
  • You are a refugee, asylum seeker, protected person or family member.
  • You are subject to a removal order that cannot be enforced.
  • You are a temporary resident permit holder.
  • You are a young worker participating in special programs.
In each of these situations, you must meet additional criteria to be eligible.

Work permit linked to a specific employer:

An employer-specific work permit allows you to work under the conditions on your work permit, which include:
  • the name of the employer for whom you can work;
  • the length of time you can work; and
  • where you can work (if applicable).

Programme de l'expérience québécoise (PEQ)

You must meet the following requirements:
  • Have been issued, by an educational institution in Québec, within the three (3) years preceding the date of submission of his application, a university diploma attesting to a bachelor's, master's or doctoral degree, a technical college diploma or a technical college diploma or a vocational studies diploma at the secondary level which, alone or with an attestation of vocational specialization obtained consecutively,  certifies 1,800 hours or more of continuing education and leads to a given trade;
  • Not have started a new program of studies in Québec since the issue of his diploma referred to in the preceding paragraph;
  • Demonstrate oral knowledge of advanced intermediate French, level 7 or 8 according to the Échelle québécoise des niveaux de compétence en français des personnes immigrantes adultes or its equivalent and, as the case may be:
    • You completed your program of study in Québec entirely in French;
    • You have presented the result of a standardized test demonstrating this oral knowledge of French;
    • You have submitted a document attesting that you have met the requirements relating to the practice of a profession governed by a professional order in accordance with section 35 of the Charter of the French language;
    • You have successfully completed at least three (3) years of full-time secondary or post-secondary studies in French or an intermediate level French course, level 7 or 8 according to this scale or its equivalent, offered by an educational institution in Québec;
    • You have stayed in Québec for at least half of the duration of your program of study and you have complied with the conditions of your stay;
    • You do not hold a scholarship that imposes a condition of return to your country at the end of your study program or you have complied with this condition.
  • Your main goal must be to work in Québec and meet the following conditions:
    • You comply with the conditions of your stay;
    • Actually hold a full-time job in Québec and you held it for a period of at least 12 months during the 24 months preceding the date of application;
    • Demonstrate oral knowledge of advanced intermediate French, level 7 or 8 according to the Échelle québécoise des niveaux de compétence en français des personnes immigrantes adultes or its equivalent and, as the case may be:
      • You have presented the result of a standardized test demonstrating this oral knowledge of French;
      • You have submitted a document attesting that you have met the requirements relating to the practice of a profession governed by a professional order in accordance with section 35 of the Charter of the French language;
      • You have successfully completed at least three (3) years of full-time secondary or post-secondary studies in French or an intermediate level French course, level 7 or 8 according to this scale or its equivalent, offered by an educational institution in Québec;
